
Meeting on Cooperation between the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and the Cambodian Higher Education Association (CHEA) on the Development and Implementation of the Accounting Technician Qualification (ATQ) Program
On the afternoon of March 27, 2026, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) conducted a meeting with the Cambodian Higher Education Association (CHEA) to explore collaboration on the development and implementation of the Accounting Technician Qualification (ATQ) program within Cambodia’s higher education sector.
The meeting was led by Mrs. Savuth Daly, CEO of KICPAA, and Mr. Chea Thourn, Deputy CEO of KICPAA, together with KICPAA representatives, and was warmly received by CHEA management, including H.E. Dr. Te Laurent, Chairman of the Board of Western University and Vice President of the Board of CHEA, representing H.E. Dr. Heng Vanda, Chairman of the Board of Vanda University, and President of CHEA, and H.E. Dr. Ly Chheng, Director-General of BELTEI Group and President of the Executive Committee, along with members of the association.
During the meeting, Mrs. Savuth Daly presented the institute’s mission and highlighted the importance of the ATQ program as a national professional qualification designed to strengthen accounting technical competencies among students in higher education institutions. The program plays a vital role in aligning graduates’ skills with the practical demands of the labor market and the evolving trends in the accounting and auditing profession.
As a result, CHEA management expressed strong appreciation and full support for this initiative and recommended the formalization of a Memorandum of Understanding (MoU). This MoU will serve as a solid foundation demonstrating the shared commitment of both institutions to advancing human resource development in the accounting profession in line with national and regional standards.
The meeting concluded successfully with fruitful outcomes, marking a positive step toward enhancing the quality of professional education, encouraging greater participation from universities, and strengthening collaboration between academic institutions and national professional bodies for the benefit of Cambodia’s economic and financial sectors.
