The Memorandum of Understanding (MoU) between the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and Internal Audit Unit (IAU) of Non-Bank Financial Services Authority (NFSA)

On the afternoon of Monday, December 22, 2025, Mr. Khun Darith, President of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), Mrs. Savuth Daly, CEO of KICPAA, together with colleagues, attended the signing ceremony of the Memorandum of Understanding (MoU), which was held between the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and Internal Audit Unit (IAU) of Non-Bank Financial Services Authority (NFSA), under the high presidency of H.E. Chhun Sambat, Director of the Internal Audit Unit, and with the participation of representatives of regulators under the supervision of NFSA, department heads, office heads, officials of the Internal Audit Unit of the NFSA, and officials of KICPAA, at the main conference hall on the second floor of the NFSA. The MoU signing ceremony was organized to establish cooperation to share knowledge, skills, work experience, and information between the IAU and KICPAA. The ceremony concluded successfully, marked by fruitful outcomes and a high level of collaboration.

Attended the “Opening Ceremony of the Academic Year 2025-2026 and the Certificate Awarding Ceremony for candidates who had successfully passed the ATQ program”

On the morning of Friday, December 19, 2025, Mrs. Savuth Daly, Chief Executive Officer of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), along with her colleagues, attended the “Opening Ceremony of the Academic Year 2025-2026 and the Certificate Awarding Ceremony for candidates who had successfully passed the ATQ program“. On this occasion, Ms. Savuth Daly delivered welcome remarks and brief insights on “The Development of the Accounting Profession and the Accounting Technician Qualification (ATQ) Program,” and presented ATQ certificates to students of the Institute of Finance and Accounting. The event was organized to welcome and encourage new students, building confidence and strengthening relationships, as well as introducing the future vision of the academic programs, the study directions currently being developed by the Institute, and, in particular, the benefits of pursuing the Accounting Technician Qualification (ATQ) program. The event was attended by members of management, representatives of institutions, lecturers, and approximately 200 students at CKCC Multipurpose Hall and was concluded on the same day with fruitful outcomes and great success.

 

Dissemination workshop on “the Collection of Regulations and the Fintech Lexicon”

On the morning of Tuesday, 9 December 2025, 25, Mrs. Savuth Daly, CEO of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), attended a dissemination workshop on “the Collection of Regulations and the Fintech Lexicon”. The workshop was held under the high presidency of H.E. Mey Vann, Secretary of State of Ministry of Economy and Finance and Secretary General of General Secretariat of Non-Bank Financial Service Authority, with the participation of ministries and institutions, private sector representatives, relevant agencies, and senior technical officers of the Financial Technology Center, at SUN & MOON Hotel.

The objectives of the workshop were to:

1. To discuss and collect additional inputs from all relevant stakeholders on the Collection of Regulations and the Fintech Lexicon, to promote their use and enhance financial technology literacy.

2. To disseminate understanding of the information technology systems that support the use of the Collection and the Lexicon, as well as to promote their use and enhance financial technology literacy.

3. To strengthen cooperation between the Non-Bank Financial Services Authority and relevant stakeholders in ensuring the stability and reliability of the financial system.

The workshop concluded successfully and fruitfully.

Dissemination workshop on “The 2025-2030 Development Plan for the Cambodia CPA Qualification and the Decision on the Recognition Principles for Educational Institutions for the Cambodian CPA Qualification.”

On the morning of Thursday, 4 December 2025, Mr. Chea Thourn, Deputy Executive Director of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), together with KICPAA technical officers, attended the dissemination workshop on “The 2025-2030 Development Plan for the Cambodia CPA Qualification and the Decision on the Recognition Principles for Educational Institutions for the Cambodian CPA Qualification.” The workshop was held under the high presidency of H.E. Dr. Ngy Tayi, Secretary of State of the Ministry of Economy and Finance and Chairman of the Cambodia CPA Qualification Committee, H.E. Bou Tharin, Director General of the Accounting and Auditing Regulator, with the participation of members of the Cambodia CPA Qualification Committee, representatives of educational institutions, public and private sector organizations, professors, technical officers and numerous students at Phnom Penh Hotel.

The objectives of the workshop were to:

1. Disseminate understanding of the 2025-2030 development Plan for the Cambodia CPA Qualification and the Recognition Principles for Educational Institutions for this program;

2. Strengthen the effectiveness and efficiency of managing and implementing the development of the education program; and ensure that the national accounting qualification advances and gains international recognition, and

3. Promoting a professional community with strong ethics and high competency.

The workshop concluded successfully and fruitfully.

Student Orientation on “Understanding of Accounting Technician Qualification (ATQ) program and Careers in Accounting and Auditing in Cambodia”

On the morning of Wednesday, 03 December 2025, Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and Paragon International University successfully conducted a Student Orientation on “Understanding of Accounting Technician Qualification (ATQ) program and Careers in Accounting and Auditing in Cambodia” for approximately 70 students at Paragon International University, Phnom Penh. The orientation received a lot of interest from students. As a result, it provided several benefits, including:

1. Understanding of the importance of accounting and the accounting profession

2. Understanding of the Accounting Technician Qualification (ATQ) program

3. Encouraging registration for ATQ exams

4. Tips on how to study and get good results in the ATQ exam.

The event ended at 11:20 a.m. on the same day with a very fruitful and happy moment.

Signing ceremony of the Memorandum of Understanding (MoU) was held between the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and Asia Euro University (AEU)

On the morning of Monday, November 24, 2025, a signing ceremony of the Memorandum of Understanding (MoU) was held between the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and Asia Euro University (AEU) on the “Recognition of AEU as a Training Organization for the Accounting Technician Qualification (ATQ) Program.” The ceremony was attended by Mrs. Savuth Daly, Executive Director of KICPAA, Neak Oknha Ly Kunthai, Chairman of the Board of Directors of AEU, Mr. Sun Setha, Rector of the AEU; along with Vice Rectors, Deans, Vice Deans and Lecturers.

The event took place at 9:00 a.m. in the meeting room of AEU. This partnership marks a significant step forward in harmonizing accounting education programs and equipping students with the professional skills necessary to become qualified accounting technicians, thereby contributing to the continued development of Cambodia’s accounting and auditing profession.

The Continuing Professional Development (CPD) Program on “ISQMs – Mastering Quality Management: A Two-Day Dive into International Standards and Practical Adaptations”

On Thursday & Friday, 20-21 November 2025, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), jointly organized with the Institute of Singapore Chartered Accountants (ISCA), hosted a successful workshop on “ISQMs – Mastering Quality Management: A Two-Day Dive into International Standards and Practical Adaptations” at the Himawari Hotel Apartments. The workshop was a part of the Continuing Professional Development (CPD) Program, specifically aimed to improve audit quality through compliance with ISQM 1, ISQM 2, and ISA 220.

As a result, a total of 34 participants expressed their appreciation and gave highly positive feedback on the two-day workshop.

The Continuing Professional Development (CPD) Program on “Beyond the Numbers: Legal Risk Awareness for Accountants in Different Fields”

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), with the support of Donasco & Co., Ltd., successfully hosted a webinar on “Beyond the Numbers: Legal Risk Awareness for Accountants in Different Fields” on the morning of Tuesday, 18 November 2025, from 9:00 AM to 11:30 AM. The session was a part of the Continuing Professional Development (CPD) Program and was led by our expert speaker, Mr. Atty. Angelo Andro M. Suan, Tax and Legal Consultant & Mr. Junro Binag, Managing Partner of Donasco & Co., Ltd.

The webinar was successfully conducted, attracting significant interest and participation from 263 attendees.

On the morning of Friday, November 14, 2025, a signing ceremony of the Memorandum of Understanding (MoU) was held between the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and the University of Heng Samrin Thbongkhmum (UHST) on the “Recognition of the University of Heng Samrin Thbongkhmum (UHST) as a Training Organization for the Accounting Technician Qualification (ATQ) program.” with the participation by Mrs. Savuth Daly, Executive Director of KICPAA and highly presided over by H.E. Associate Professor Pin Vannaro, Rector of University; along with the Vice Rector, Dean, Vice Dean, Director, and approximately 50 students.

The event took place at 10:00 a.m. in the meeting hall of University of Heng Samrin Thbongkhmum (UHST). This partnership marks a significant step forward in harmonizing accounting education programs and equipping students with the professional skills necessary to become qualified accounting technicians, thereby contributing to the continued development of Cambodia’s accounting and auditing profession.

KICPAA Participation at ISAR 42nd and Sustainability Reporting Capacity-Building Events (11–14 November 2025)

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) is honored to share that Mr. Khun Darith, President of KICPAA, attend important international meetings and forums held in Geneva, Switzerland.

– On 11 November 2025, he participated in the forum on “Building competencies and capacities for auditing and assurance of sustainability reporting in the public sector.” The program focused on enhancing professional capabilities, strengthening audit standards, and improving the preparation of sustainability reports in accordance with international requirements.

– On 12–14 November 2025, he took part in the 42nd session of ISAR, joining the Cambodian delegation led by H.E. Bou Tharin, Director General of the Accounting and Auditing Regulator (ACAR).

Key discussions included:

– Harmonization of sustainability reporting requirements and practical implementation

– Integration of biodiversity and human-capital considerations into sustainability reporting

– Advancing cooperation with UNCTAD through the Accounting Development Tool.

Key Outcomes of the Meetings:

• Reinforced Cambodia’s commitment to improving sustainability reporting and assurance

• Enhanced cooperation with UNCTAD to support technical assistance initiatives

• Strengthened alignment with international standards to promote transparency and reporting quality

A Historic Achievement for Cambodia – IFAC Council Approves KICPAA as a Regular Member

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) is honored to announce that on 12 November 2025, during the IFAC Council meeting held in Mexico City, the Council unanimously (100%) approved the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) as a Regular Member of the International Federation of Accountants (IFAC).

H.E. Dr. Ngy Tayi, Secretary of States of the Ministry of Economy and Finance, has attended the meeting in person to witness this historic moment for Cambodia’s accounting and auditing profession and delivered appreciation remarks to the IFAC Council. While Mr. Khun Darith, President of KICPAA, Mr. Neo Remy, Vice President of KICPAA and Mrs. Savuth Daly, Executive Director of KICPAA have virtually attended the hybrid council meeting.

Dissemination workshop on “KICPAA Membership and ACAR Licensing”

On Thursday, 13 November 2025, from 9:00 AM to 11:00 AM, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), in collaboration with Accounting and Auditing Regulator (ACAR), organized an online dissemination workshop on “KICPAA Membership and ACAR Licensing”. This workshop was presided over by Mrs. Savuth Daly, Executive Director of KICPAA, with a presentation by honorary speakers Miss Keong Keo Pisey, Membership and Relations Supervisor of KICPAA, and Mr. Sun Soem, Head of License Office of ACAR. This workshop aimed to provide an overview and update on KICPAA membership and enhance participants’ understanding of the ACAR licensing process.

As a result, the workshop was successfully conducted with the active participation and high interest of 191 participants.

28th ASEAN CPA Coordinating Committee – ACPACC Meeting (AFA) Council Meeting

On Wednesday & Thursday, 5-6 November 2025, Mrs. Savuth Daly, Executive Director of KICPAA, and Ms. Koeng Keo Pisey, Membership & Relations Supervisor of KICPAA, attended the 28th ASEAN Chartered Professional Accountant Coordinating Committee (ACPACC) Meeting held in Nha Trang City, Vietnam. The meeting was also attended by Mrs. Nean Bony, Deputy Director General of ACAR, and officials of ACAR. The meeting had the following key agenda items:

1.  Reports and updates from the ASEAN CPA Coordinating Committee;

2. Assessment Statements and ASEAN CPA registration;

3. RFPA guidelines on the practice of ASEAN Chartered Professional Accountants; and

4. Continuing professional development programs and the ACPACC’s Roadmap.

The meeting concluded successfully, reinforcing collaboration and advancing the accounting profession across ASEAN.
