Phnom Penh, 9 October 2026 – Mr. ​​ Remy Neou, Vice President of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), participated as part of the Cambodian delegation in the 43rd Session of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting (ISAR 43), organized by the United Nations Conference on Trade and Development (UNCTAD), held from 30 September to 2 October 2026 at the Palais des Nations in Geneva, Switzerland.

The Cambodian delegation was led by H.E. Dr. Ngy Tayi, Secretary of State of the Ministry of Economy and Finance (MEF), with the participation of H.E. Bou Tharin, Director General of the Accounting and Auditing Regulator (ACAR), senior officials from the General Department of Taxation (GDT), and representatives from Cambodia’s academic, research, and private sectors, including KICPAA.

The delegation also participated in the UNCTAD Capacity-Building Event on 29 September 2026, which focused on strengthening regulatory, institutional, and human capacities to support the implementation of internationally recognized sustainability reporting requirements.

Key Outcomes of the Conference

1. Strengthening Capacity for Sustainability Reporting (29 September 2026)

The capacity-building event highlighted the importance of developing effective regulatory frameworks, capable institutions, and qualified professionals to implement internationally recognized sustainability disclosure requirements.

Discussions emphasized that successful sustainability reporting requires coordinated efforts among regulators, professional accountancy organizations, businesses, educational institutions, and other stakeholders, supported by effective governance, reliable information, and appropriate internal controls.

2. Connecting Financial and Sustainability Reporting (30 September–2 October 2026)

One of the main topics of ISAR 43 was strengthening connectivity between financial reporting and sustainability disclosures, including climate-related, environmental, social, and governance information.

The discussions emphasized the importance of consistent, reliable, and interconnected reporting to support informed investment and financing decisions, transparency, accountability, and sustainable economic development.

International cooperation and alignment of reporting standards were also highlighted as important factors in strengthening the quality, comparability, and credibility of corporate reporting.

3. Strengthening Accounting and Financial Reporting for MSMEs

Another major topic addressed the accounting and financial reporting needs of micro, small, and medium-sized enterprises (MSMEs).

The conference emphasized the importance of simplified and proportionate accounting and reporting requirements that reflect the size and capacity of MSMEs, while improving their financial management, access to finance, and participation in international supply chains.

Digital accounting solutions and appropriate reporting standards were also recognized as important tools for strengthening financial transparency, supporting business formalization, and promoting sustainable economic growth.

4. Emerging Sustainability Reporting Considerations

Participants also exchanged views on emerging sustainability reporting developments, including biodiversity, human capital, and public-sector sustainability reporting.

These discussions reflected the growing importance of sustainability information beyond climate-related matters and the need for continued capacity development and international cooperation.

Relevance to Cambodia’s Accounting and Auditing Profession

The conference outcomes highlight the increasing importance of strengthening accounting and auditing competencies, promoting high-quality financial and sustainability reporting, and building professional capacity to respond to evolving international requirements.

Mr. Remy Neou’s participation provided an opportunity for KICPAA to follow international discussions and developments relevant to the accounting and auditing profession, particularly in sustainability reporting, financial reporting, and capacity development for MSMEs.

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) successfully conducted a workshop on “ISQM 1 and ISQM 2 Concepts in SOQM Preparation and ISA 220” on Thursday & Friday, 8-9 October 2026, from 9:00 AM to 5:00 PM at Sun & Moon, Riverside Hotel.

The workshop featured an insightful presentation by Mr. Cesar Faustino R. Ravalo Jr., CPA, CDPPA, CRA, Managing Partner of PR Ramoso & Co., CPAs, who provided insights on risk assessment, Risk Matrix design, monitoring and remediation, and the development of policies and documentation for the firm’s SoQM.

During the session, participants gained knowledge of:

• Understand the rationale for the shift from ISQC 1 to ISQM 1
• Understand the Objectives and components of ISQM 1
• Apply the Risk Assessment Process and design a practical Risk Matrix
• Strengthen the Monitoring and Remediation Process
• Develop the firm’s System of Quality Management (SoQM) and policies for each ISQM 1 component
• Understand the relationship between ISQM 1 and ISQM 2, as well as changes introduced by ISA 220 (Revised)
• Addressing practical challenges through an interactive Q&A session.

 The workshop attracted 41 participants, including KICPAA Members, managing partners, senior executives, senior associates, audit and assurance professionals, and professionals responsible for quality management and audit methodology.

On the morning of 16 September 2026, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) with supporting by Localize Tech Solution Co., LTD. conducted the Training of Trainers (TOT) on the topic “Building Digital Competency in Accounting: Practical Tools for Compliance and Business Growth” for approximately​ 122 lecturers from various universities via the online Zoom Meeting.

The training was delivered by our honorable speaker, Ms. Phok Phanna, Partnership Manager of Localize Tech Solution Co., Ltd. During the training, the speaker shared in-depth knowledge of online accounting software, further strengthening lecturers’ capacity in the following areas:

1. Using Digital Tools to Ensure Compliance: Automating monthly tax filing and preparing supporting documents.

2. Shifting from Historical Financial Recording to Strategic Planning: Using real-time data to support strategic planning and decision-making.

3. Gaining Hands-on Experience with Online Accounting Software: Learning the basic steps for creating an account and setting up the system for a business.

4. Enhancing the Effectiveness of Accounting Education by connecting knowledge with real-world practice.

The event concluded at 11:05 AM on the same day in a fruitful and active engagement from lecturers.

On the morning of September 10, 2026, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), in collaboration with Asia Euro University (AEU), organized a workshop on “Career Perspectives in Accounting, Auditing and Tax” for approximately 200 students at Asia Euro University (AEU) in Phnom Penh. The event was presided over by Mrs. Savuth Daly, CEO of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), and Mr. Sun Setha, Rector of Asia Euro University (AEU), along with representatives of KICPAA, guest speakers, the university’s management team, and lecturers. The workshop aimed to provide students with valuable knowledge and insights into career opportunities and the importance of developing professional competencies in the accounting, auditing, and tax sectors.

The workshop provided students with guidance and knowledge on career perspectives and employment opportunities in accounting, auditing, and tax, while encouraging them to establish clear academic and career plans and continuously develop their competencies in line with the evolving demands of the job market. This was followed by a panel discussion and Q&A session on “Careers in Accounting, Auditing and Tax”, featuring professional speakers Mr. Heng Kit Sophal, CEO of Advanced Grant Formula Co., Ltd. and Mrs. Fong Vathana, Founder of VSD Audit & Assurance Co., Ltd. The speakers shared their practical work experiences, insights into the skills and competencies required by employers, and guidance on how students can better prepare themselves for success in their careers.

As a result, the key knowledge that students gained from the workshop included:

• Understanding the Value and Job Market: Accounting, auditing, and tax skills offer a wide range of career opportunities and competitive salaries. These professions are at the heart of business operations, helping ensure legal and regulatory compliance and supporting effective decision-making in the efficient use of resources.
• Roles and Responsibilities: Students gained a better understanding of the differences between the roles and responsibilities of accountants and auditors.
• Importance of Internships: Internships serve as an important bridge between academic learning and the workplace by providing students with practical, hands-on experience and opportunities to learn and apply various technological tools that are continuously evolving.
• Experience and Keys to Success: Students gained valuable insights into personal and professional development, including the importance of understanding themselves, being open to learning new things, continuously developing their skills, and pursuing professional certifications such as the Accounting Technician Qualification (ATQ) to build a competitive advantage after graduation. They also learned the importance of having a clear plan for their future and career.

The event concluded at 11:05 a.m. on the same day in a friendly and engaging atmosphere, with active participation from students. It provided valuable knowledge, practical insights, and career perspectives to support students in planning their future careers and pursuing continuous professional development.

The webinar featured an insightful presentation by Mr. Tann Channtara, Deputy Director of Securities Issuance Supervision Department of the Securities and Exchange Regulator of Cambodia, who shared valuable expertise on the latest SERC requirements is essential for firms seeking to provide or continue providing audit services within Cambodia’s securities sector.

On the afternoon of 6 August 2026, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) conducted a Training of Trainers (TOT) on “Instruction on Teaching the Accounting Technician Qualification (ATQ) Program” for lecturers at Asia Euro University (AEU).

The purpose of this training was to increase the pass rate of students and to jointly develop new learning and teaching methods for the accounting and auditing profession. Mr. Chea Thourn, Deputy CEO of KICPAA, was a trainer of this event and presented​ on:

1. Overview of KICPAA and Updates in the Accounting and Auditing Sector

2. Accounting Technician Qualification (ATQ) Curriculum

3. Learning and Teaching Methods in the ATQ Program

4. Guidance on Accessing the ATQ learning resources through the KICPAA website and KICPAA app

The training concluded at​ 5:00 PM on the same day with a very fruitful and​ active engagement from lecturers.

On August 5, 2026, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) organized the Third Induction Course at the KICPAA Meeting Room for 12 new members in 2026. The purpose of this training is to introduce the understanding of the Institute, its membership, and obligations, the Continuing Professional Development (CPD) policy, Accounting Technician Qualification (ATQ) program to members, membership system, and especially to congratulate the new members. As a result of this training, all the new members who participated were proud to be members of KICPAA and committed to participate in additional self-development on a regular basis with various training courses organized by KICPAA. The program ended with fruitfulness, joy, and networking.

The webinar featured an insightful presentation by Mr. Thear Sophal, Researcher and Lecturer of IFA & Cambodia Academy of Digital Technology (CADT), who shared practical guidance on implementing AI initiatives that drive operational efficiency, innovation, and sustainable business transformation.

On the morning of Tuesday, July 28, 2026, at​ ACLEDA​ University of Business (AUB), Mrs. Savuth Daly, Chief Executive Officer of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), presided over the workshop on the topic “Promoting the Accounting and Auditing Sector.” The event was held under the presidency of Mrs. Nean Bony, Deputy Director General of the Accounting and Auditing Regulator (ACAR), representing H.E. Bou Tharin, Director General of ACAR. It was also attended by Dr. Phon Narin, President of ACLEDA University of Business (AUB), professors, teachers, and approximately​ 120 students.

This workshop was organized to raise awareness of the accounting and auditing sector in Cambodia, as well as to disseminate the importance of the accounting and auditing profession and career development opportunities for students. The workshop provided knowledge on:

1. Overview of the accounting and auditing sector in Cambodia

2. The accounting and auditing profession

3. Accounting Technician Qualification (ATQ) Program

4. Promoting accounting compliance to support the development of the accounting and auditing sector with quality, transparency, and trust.

Additionally, Mr. Chea Thourn, Deputy CEO of KICPAA, attended the event as a guest speaker to provide an orientation on the “Accounting Technician Qualification (ATQ) Program.” The presentation aimed to enhance students’ understanding of the importance of the accounting and auditing profession and to encourage them to build their professional capacity through training programs, thereby contributing to human resource development and making the accounting and auditing sector in Cambodia stronger and more sustainable.

The event concluded at 11:40 a.m. on the same day in a fruitful and friendly atmosphere, providing students with valuable insights into professional accounting qualifications and career development opportunities in the accounting profession.
