Cambodia Accounting Forum 2025 under the theme “Regulatory Harmonization: Sustainability Reporting and Digital Financial Reporting”

On Thursday, September 4, 2025, at Diamond Island Convention and Exhibition Center, Accounting and Auditing Regulator (ACAR), in collaboration with Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and ACCA Cambodia, co-organized the Cambodia Accounting Forum 2025 under the theme “Regulatory Harmonization: Sustainability Reporting and Digital Financial Reporting”. This forum was highly presided over by H.E. Dr. AUN Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Non-Bank Financial Services Authority (FSA), and was welcomed by H.E. Dr. NGY Tayi, Secretary of State of the Ministry of Economy and Finance, and the member of the Non-Bank Financial Services Authority, accompanied by H.E. BOU Tharin, Director General of the Accounting and Auditing Regulator.

This forum focuses on:

-Discussion on National Development Progress

-Formulation of a Shared Strategic Vision for the Advancement of the Accounting and Auditing Profession

-Highlighting the Potential of Sustainability Standards and Digital Financial Reporting in Driving Growth within the Financial Sector

-Exploring Opportunities, Challenges, and Lessons Learned from the Implementation of the Cambodia International Financial Reporting Standards (CIFRS), the Cambodia International Financial Reporting Standards for Small and Medium-sized Enterprises (CIFRS for SMEs), and the Cambodia Reduced Financial Reporting Framework (CRFRF)

-Ensuring Financial Stability as a Core Principle of the FinTech Development Policy of the Kingdom of Cambodia.

The participants from KICPAA include Mr. Khun Darith, President of KICPAA, Mr. Neou Remy, Vice President of KICPAA, and GC members, as well as the secretariat.

This forum is attended by His and Her Excellencies, the Secretary of State and Under-Secretary of State, as well as management and officials from the Ministry of Economy and Finance, representatives from other relevant line ministries, business owners, representatives of not-for-profit entities, and esteemed guests from both national and international backgrounds, totaling 1242 participants.

The Continuing Professional Development (CPD) Program on “Refreshing Accounting for an Accountant on Accounting for Revenue”

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) held a webinar on “Refreshing Accounting for an Accountant on Accounting for Revenue” on the morning of Friday, 29 August 2025 from 9:00 AM to 11:45 AM by our honored speakers, Mr. Say Sokheng, Managing Partner of DFC.

The Webinar is a part of the Continuing Professional Development (CPD) Program and was successfully conducted with significant excitement and interest by 87 participants.

Sharing session under the topic “Financial Dashboard and Data Storytelling with Microsoft Excel”

On the afternoon of August 19, 2025, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) conducted an online sharing session under the topic “Financial Dashboard and Data Storytelling with Microsoft Excel”, which led by Mr. Ban Sethy, a lecturer in Finance, Accounting, and Tax, QuickBooks, and Advanced Excel. This sharing session is a part of student support for TQ2: IT Skills and Software of the Accounting Technician Qualification (ATQ) program. This online sharing session was a great success with the participation of approximately 277 members of the public and students from KICPAA Training Organizations and other institutions. As a result, this session provided valuable insights for the Public and students in terms of:

1. The key financial metrics (profitability and liquidity ratios analysis)

2. How to collect, clean, and analyze financial data

3. How to create interactive dashboards using Excel tools

4. Interpreting dashboard insights for decision-making.

The event ended on the same day with a successful and fruitful moment.

The Continuing Professional Development (CPD) Program on “Tax Health Check for a Merchandising Company”

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), with the support of Baker Tilly (Cambodia) Co., Ltd., successfully hosted a webinar on “Tax Health Check for a Merchandising Company” on the morning of Friday, 15 August 2025, from 9:00 AM to 10:30 AM. The session was part of the Continuing Professional Development (CPD) Program and was led by our expert speaker, Oknha Tan Khee Meng, Managing Partner.

The webinar was successfully conducted, attracting significant interest and participation from 481 attendees.

Charitable Donation to Support Heroic Soldiers and Displaced Civilians through the Samdech Techo Voluntary Youth Doctor Association (T.Y.D.A)

In the spirit of national unity and following the high directive of Samdech Moha Borvor Thipadei HUN MANET, Prime Minister of the Kingdom of Cambodia, issued on August 5, 2025, regarding the direct provision of assistance to frontline areas — on the morning of Wednesday, August 6, 2025, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), led by Mr. KHUN Darith, President of the KICPAA, with the honored presence of H.E. Dr. NGY Tayi, Secretary of State of the Ministry of Economy and Finance, handed over a charitable donation to support heroic soldiers and displaced civilians.

The donation was collected from KICPAA and its members, as well as the public. It was channeled through the Samdech Techo Voluntary Youth Doctor Association (T.Y.D.A.) in support of emergency relief efforts for Cambodian soldiers and citizens affected by the recent conflict on the Cambodia–Thailand border.

The total donation amounted to KHR 44,350,000, which was allocated to food, medical supplies, and cash assistance packages, as follows:

1. 50 kilograms of sausage, 50 kilograms of dried fish, and 50 kilograms of salted fish

2. 100 boxes of Doliprane and 100 boxes of Berocca

3. Cash assistance packages totaling KHR 35,000,000

We would like to express our deepest gratitude to all fellow Cambodians, KICPAA members, and generous members of the public who donated through KICPAA. We respectfully offer our best wishes to all donors for continued happiness, prosperity, and well-being. May you always be blessed with the four Buddhist virtues: Longevity, Nobility, Health, and Strength.

We sincerely hope that this charitable donation will provide meaningful support to our heroic soldiers and displaced citizens during this time.

4th ASEAN CPA Conference under the theme “Advancing Sustainability and Professional Growth in ASEAN: The Intersection of Accounting, Fintech, and Regional Integration”

On Friday, July 18, 2025, the Accounting and Auditing Regulator (ACAR), in collaboration with the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), successfully organized the 4th ASEAN CPA Conference under the theme “Advancing Sustainability and Professional Growth in ASEAN: The Intersection of Accounting, Fintech, and Regional Integration”, presided over by H.E. Dr. Ngy Tayi, Secretary of State of the Ministry of Economy and Finance, welcomed speech by H.E. Bou Tharin, Director General of Accounting and Auditing Regulator, at the Sofitel Phnom Penh Hotel.

Notably, Mr. Khun Darith, President of KICPAA, participated and delivered the closing remark, while Mr. Neou Remy, Vice President of KICPAA, presented on “The Strategic Role of CPAs in Promoting Reliable Sustainability Reporting”, and Mr. Chea Thourn, Deputy Executive Director of KICPAA, joined as a panelist for the discussion on the mobility of ASEAN CPA & RFPA across ASEAN.

The conference aimed to bring together the CPAs from across ASEAN countries to foster knowledge sharing and provide updates on the latest updates in accounting and auditing within each ASEAN member state. The 4th ASEAN CPA Conference successfully ended with participations from experts, professional accountants, and KICPAA members (individuals & firm representatives) with a total​ of 311 participants.

Induction Course

On July 11, 2025, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) organized a second Induction Course at the KICPAA Meeting Room for 10 new members in 2025. The purpose of this training is to introduce the understanding of the Institute, its membership, and obligations, the Continuing Professional Development (CPD) policy, Accounting Technician Qualification (ATQ) program to members, and especially to congratulate the new members. As a result of this training, all the new members who participated were proud to be members of KICPAA and committed to participate in additional self-development on a regular basis with various training courses organized by KICPAA. The program ended with fruitfulness, joy, and networking.

Sharing session on “The Accounting Technician Qualification (ATQ) Exam Preparation”

On the morning of July 10, 2025, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) and the Institute of Finance and Accounting (IFA) collaboratively organized a sharing session on “The Accounting Technician Qualification (ATQ) Exam Preparation” for 43 students at the Institute of Finance and Accounting. This event was led by our esteemed speaker, Mr. Chea Thourn, Deputy Executive Director of KICPAA. As result, this session provided valuable insights for students in terms of:

1. Understanding the importance of accounting and accounting profession

2. Understanding the Accounting Technician Qualification (ATQ) program

3. Tips on how to study and get good results in the ATQ exam.

The event ended on the same day with a successful and fruitful moment.

The Continuing Professional Development (CPD) Program on “International Accounting Standards (IAS) 36: Impairment of Assets” 

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), with the support of the Cam Accounting & Tax Service Company Limited., successfully hosted a workshop on “International Accounting Standards (IAS) 36: Impairment of Assets” on the morning of Friday, 4 July 2025, from 9:00 AM to 5:00 PM. The session was a part of the Continuing Professional Development (CPD) Program and was led by our expert speaker, Ms. Roda Alcantara, Director of Business Services.

The workshop was successfully conducted, attracting significant interest and participation from 48 attendees.

The Continuing Professional Development (CPD) Program on “QuickBooks Online Cambodia Version with Compliance Solution”

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), with support from Cas-Biz Technology, successfully hosted a webinar on “QuickBooks Online Cambodia Version with Compliance Solution” in the morning on Tuesday, 1 July 2025, from 9:00 AM to 11:30 AM. The session was a part of the Continuing Professional Development (CPD) Program and was led by our expert speaker, Ms. Man Chouktekma, Assistant Account Manager of Cas-Biz Technology.

The webinar was successfully conducted engagingly and joyfully, attracting significant interest and participation from 399 attendees.

Training of Trainers (TOT) on “Instruction on Teaching Accounting Technician Qualification (ATQ) program”

On Saturday Morning, June 14, 2025, the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) has conducted a Training of Trainers (TOT) on “Instruction on Teaching Accounting Technician Qualification (ATQ) program” to lecturers of Paññāsāstra University of Cambodia. This TOT was held in the conference room of Paññāsāstra University of Cambodia, Toul Kork Campus. The purpose of this training is to jointly develop new learning and teaching methods of the accounting and auditing profession and to increase the pass rate of students. Mr. Chea Thourn, Deputy Executive Director of KICPAA, was a trainer of this event and presented:

• Overview of KICPAA and Updates in the Accounting and Auditing Sector

• Accounting Technician Qualification (ATQ) Curriculum

• Learning and Teaching Methods in the ATQ Program

The course ended at 12:00 PM on the same day with a very fruitful and happy moment.

The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), with the support from ECOVIS VSDK & PARTNERS CO., LTD., successfully hosted a webinar on “Accounting in Business Growth” in the morning of Thursday,12 June 2025, from 9:00 AM to 11:30 AM. The session was a part of the Continuing Professional Development (CPD) Program and was led by our expert speaker, Mr. Daratito Say, Advisory – Accounting, Tax, Audit, and Business Analysis of ECOVIS VSDK & PARTNERS CO., LTD..

The webinar was successfully conducted engagingly and joyfully, attracting significant interest and participation from 427 attendees.
